Considering the fact that the relevant testing facilities in Lesotho do not have the capacity of conducting IgM anti-body tests for COVID-19 at present, the Embassy of the People's Republic of China in the Kingdom of Lesotho announces the following Supplementary Notice to the Notice of Requirements for China-bound Passengers to Obtain COVID-19 Negative Certificates of Both Nucleic Acid and Anti-body Blood Tests Before Boarding dated 1 November 2020.

I. Currently, the Chinese Embassy in Lesotho is actively coordinating with the Ministry of Health of Lesotho to promote the testing facilities in Lesotho to conduct IgM anti-body tests for COVID-19. Since the relevant testing facilities in Lesotho do not have the capacity of conducting IgM anti-body tests for COVID-19 at present, all Chinese and foreign passengers who are to fly from Lesotho to China will be required to take nucleic acid tests for COVID-19 in two different testing facilities in Lesotho designated by the Embassy and promise to take self closed-loop preventive measures after the tests, instead of taking both nucleic acid and IgM anti-body tests as required in the Notice dated 1 November 2020.

II. The requirement of the Notice dated 1 November 2020 for applying from the Chinese Embassy in Lesotho for a Green Health Code with the "HS" mark or a certified Health Declaration Form with negative certificates for both nucleic acid and IgM anti-body tests for COVID-19 is changed to negative certificates for nucleic acid tests for COVID-19 in two different testing facilities in Lesotho designated by the Embassy and signed letter of Commitment on taking self closed-loop preventive measures accordingly.

III. The requirement of the Notice dated 1 November 2020 that passengers flying from Lesotho to China via connecting flights in other countries or regions must take both nucleic acid and IgM anti-body tests for COVID-19 in the transit countries or regions which have direct flights to China remains unchanged. Requirements for China-bound passengers from South Africa can be found at the website of the Chinese Embassy in South Africa.

IV. The requirement for foreign passengers to apply for a certified Health Declaration Form through Email is changed to apply online for a Green Health Declaration Code with the "HDC" Mark via a website(see Attachment II and III).

V. After the tests in Lesotho, the China-bound passengers must take self closed-loop preventive measures, including but not limited to the following: No gathering or dining with others, frequent hand-washing, wearing mask, keeping safe distance from others, checking temperature regularly every day. A Letter of Commitment must be signed and submitted when applying for a Green Health Code with the "HS" mark or a Green Health Declaration Code with the "HDC" Mark.

VI. This notice will come into effect on 13 November 2020, and if there is any further relevant information, the Embassy will announce it at this website immediately.

Letter of Commitment

 

 

I (Full name:                   , Passport number:           ) hereby promise that I will take self closed-loop preventive measures immediately after the tests in Lesotho, including no gathering or dining with others, frequent hand-washing, wearing mask, keeping safe distance from others, checking temperature regularly everyday, etc., so as to prevent infection after tests. If any of the above-mentioned measures is not taken by myself, I will take the relevant responsibilities pursuant to the laws and regulations of the People's Republic of China.

Attachment II

 

Notice on Online Application of Health Declaration Form

12 November 2020

 

Starting from 13 November 2020, foreign passengers who are to fly to China from Lesotho should apply for Health Declaration Form via https://hrhk.cs.mfa.gov.cn/H5/. On this website, foreign passengers should declare their health status and upload 1) negative nucleic acid tests results issued by two different testing facilities (both tests must be conducted within 48 hours before boarding the flight) ; 2) passport information page, itinerary of air travel, Letter of Commitment(see Attachment I).

The Chinese Embassy in Lesotho will examine and verify the above documents online, and then issue the Green Health Declaration Code with the "HDC" Mark to passengers. Passengers must present the Green Health Declaration Code with the "HDC" Mark within its validity period to the airlines flying to China before boarding.
