Remarks by H.E. Amb. Yang Xiaokun at the Mafeteng Solar Power Plant Phase Ⅱ Project Launch
First of all, please allow me to pay respects to:
His Majesty King Letsie III,
The Right Honorable Prime Minister,
Honorable President of the Senate,
Honorable Speaker of the National Assembly,
His Lordship the Chief Justice,
Honorable Deputy Prime Minister,
Honorable Cabinet Ministers, especially
Honorable Minister of Energy and Mining,
Honorable Minister of Financing and Development Planning,
All government officials,
Friends from Media Houses,
Ladies and gentlemen,
It is my great pleasure to join you today for the Mafeteng Solar Power Plant Phase Ⅱ Project Launch.
Today is July 10, 2026. Exactly two years ago on July 11, I presented my credentials to His Majesty, the King of Lesotho. I thank our host to give me this excellent opportunity to mark the second anniversary of my assumption of the office. Over the past two years, I have learned from and often recalled the words of the Right Honourable Prime Minister “Lesotho is rich”. After travelling all ten districts of Lesotho, I realize that one of its riches is sunshine, the most precious gift that Mother Nature has bestowed upon Lesotho. Now, after three years of successfully transforming the natural richness of sunshine into the human richness of sustainable energy, we, I mean China and Lesotho, are going to convert more sunlight into electricity.
With the successful implementation of the first phrase, I call upon our Chinese contractors not only to deliver the project to the highest standard, but to go beyond expectations. Do not cut and paste what you have done for phase one, but do more than phase one. I know you will do a much better job. I also call upon the relevant government departments and all participating parties in Lesotho not to stop at just 100% support, but to provide 120%, 150%, or even 200% commitment and cooperation. Together, let us build a project that surpasses those we have implemented before and sets a new benchmark for China–Lesotho cooperation.
Ladies and gentlemen,
My two years of office is two years of getting better understanding of Lesotho, better implementing of consensus reached by our leaders. I would like to share with you my conclusion. Through extensive consultations and close communication with our Basotho friends, I have come to realize that what Lesotho values most is practical cooperation that delivers tangible benefits to its people. Guided by this understanding, we have worked together to advance projects such as the Fire Station, the Agricultural Storage Facility, and the Hospital—projects that respond to Lesotho's development priorities and improve people's lives. This solar power plant phase Ⅱ bears special significance. It’s one of the outcomes of the FOCAC Beijing Summit. Your Right Honourable, you witnessed, encouraged, supported and guided this project from the every beginning. Thanks for coming this launch and I am expecting the handing-over together with Your Right Honourable in the very near future.
My two years of office is two years of introducing China to Basotho friends. I would like to share with you the latest economic development in China. In the 17th Annual Meeting of the New Champions on June 24, Premier of the State Council Li Qiang noted that the fact that China's economy has maintained steady and healthy development over the years is attributed to two critical factors: the stable environment and the strength of innovation. The stable environment in China is widely recognized, so I will not elaborate here. As for the strength of innovation, China's innovation has been forged through relentless research and development efforts, tempered through extensive application across industries, and cultivated through a robust ecosystem. As has been proven, China's achievements in emerging technologies present to the world opportunities and empowerment, rather than challenges and threats. China will further expand market access and continue fostering a world-class business environment. We sincerely welcome enterprises from all countries, including Lesotho, to invest and operate in China to make full use of new opportunities brought by China's development.
My two years of office is two years of telling the successful stories of China and the reasons of the success. I would like to share with you the success code. At the gathering in celebration of the 105th anniversary of the founding of the Communist Party of China (CPC) on July 1, General Secretary Xi Jinping delivered a speech in which he looked back on the remarkable journey and great achievements of the Chinese people of all ethnic groups rallied and united by the CPC, and spelled out the defining qualities and crucial code of success that have enabled the Party to achieve one milestone after another. The Party remains committed to seeking truth and always adheres to the right direction that it is deeply rooted in the people and always boasts a solid foundation. The CPC courageously rises to its historic missions and always maintains the strategic initiative. It follows the trend of development and always remains at the forefront of the times. Xi also praised the Party's courage and ability to fight, its unwavering confidence in victory, and its commitment to continuous self-improvement.
The CPC at 105 is right in its prime. On the new journey, China, taking firm steps towards the right direction, will continue to hold high the banner of peace, development, cooperation and win-win, carry forward the common values of humanity, promote the building of a new type of international relations, work to deliver on the four major global initiatives, join hands with all countries in building a community with a shared future for humanity, and jointly open up more promising prospects for humanity.
Ladies and gentlemen,
My two years of office is two years of handling unexpected situations. There is one most recent example. Earlier this year, the outbreak of Foot-and-Mouth Disease posed an unexpected challenge to Lesotho's livestock sector. The temporary suspension of wool and mohair exports disrupted trade, affected producers and exporters, and created uncertainty across the supply chain. Yet every challenge presents an opportunity to strengthen cooperation. China and Lesotho worked closely together with professionalism, mutual trust, and a shared sense of responsibility. Through continuous communication, technical exchanges, scientific risk assessment, and close coordination, both sides addressed these challenges in a timely and pragmatic manner. China issued an announcement last Friday, signaling the full resumption of wool and mohair trade, which stands as a vivid demonstration of the effectiveness of our partnership. This experience confirmed an important truth: in an increasingly interconnected world, cooperation is not merely an option—it is the foundation for resilience and sustainable development. Only through solidarity, mutual trust, and coordinated action can we effectively respond to risks, safeguard the stability of supply chains, and promote lasting prosperity.
Ladies and gentlemen,
With my two years of the above mentioned experiences, I will continue my efforts of enhancing better understanding between the two countries and two peoples, promoting our high-level strategic partnership, and delivering more tangible benefits.
Thank you all.
