Friends from the Media,

Ladies and Gentlemen,

Welcome to the Chinese Embassy.

Earlier this month, President Xi Jinping put forward the Global Governance Initiative at the “Shanghai Cooperation Organization Plus” meeting. This is another major initiative proposed by President Xi Jinping after the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative.

Firstly, I would like to share with you the complementary relations of these major Initiatives.

The Global Development Initiative focuses on inclusive growth and advancing the UN 2030 Agenda for Sustainable Development. The Global Security Initiative calls for common, comprehensive, cooperative, and sustainable security. The Global Civilization Initiative emphasizes respect for diversity and dialogue among civilizations. And now, the Global Governance Initiative addresses the very framework within which all of these efforts unfold. Together, these four initiatives complement each other, addressing development, security, civilization, and governance—the four pillars of a stable and progressive international order. They are converged to the vision of building a community with a shared future for humanity.

With this whole picture of China’s proposals for the world and future in mind, let us go to the detailed contents of the GGI.

President Xi Jinping clearly articulated the core concepts of the GGI, namely, Staying committed to sovereign equality, international rule of law, multilateralism, the people-centered approach, and real results. These five concepts elucidate the principles, methods, and pathways that need to be followed to reform and improve global governance.

—Sovereign equality is the foremost premise of global governance. All countries, regardless of size, strength, or wealth, have the equal rights, to participate in international affairs. The unequal situation in which a few countries monopolize global governance should no longer continue.

—International rule of law is the fundamental safeguard for global governance. International law and international rules are common standards, which should be jointly formulated, maintained, and implemented by all countries, and there is no and should be no exception.

—Multilateralism is the basic pathway of global governance. Global governance is a matter for all countries and concerns the vital interests of each country. It needs coordination and cooperation rather than unilateralism and bullying.

—The people-centered approach is the underpinning value of global governance. At its core, global governance is about turning people's longing for a better life into reality and jointly building a world in which all can enjoy affluence and contentment.

—Staying committed to real results is an important principle of global governance. The vitality of global governance comes from practice, with the key lying in action and the ultimate test in results. It is necessary to focus on both the present and the long term, and to address the practical issues concerned by all countries, especially the vast number of developing countries.

After reading the core concepts of the GGI, one can easily draw the conclusion that they are deeply rooted in the principles of the UN Charter and reflect the shared expectations of the vast majority of countries. Importantly, reforming global governance is not about overturning the existing order, nor about creating a parallel system. The GGI aims to firmly uphold the authority and central role of the U.N., and encourage all countries to participate in the reform and development of the global governance system within multilateral mechanisms, so that the global governance system will keep pace with the times and respond more effectively to contemporary challenges.Priority will be given to areas where governance is in urgent need and scant supply, such as the reform of the international financial architecture, AI, cyberspace, climate change, trade, and outer space.

The GGI is not only about ideas, it is about actions. It directs the way forward. Here are the main elements of China’s commitments to the implementations of the GGI.

China, No matter how the international landscape changes, will remain firm in safeguarding the international system with the U.N. at its core and the international order underpinned by international law, stand firmly on the right side of history, and join hands with all progressive forces in the world to build a community with a shared future for humanity and make relentless efforts for mankind’s noble cause of peace and development.

China will uphold principles, embrace new ideas, stay open-minded and inclusive, adhere to the principle of extensive consultation and joint contribution for shared benefit, and work under the framework of the GGI with all parties to enhance policy communication and coordination, so as to build extensive consensus and enrich the methods and pathways for reforming and improving global governance.

Ladies and Gentlemen,

The world is undergoing profound changes unseen in a century. What we need is not confrontation, but cooperation; not exclusion, but inclusion; not walls, but bridges. The GGI is China’s proposal for building such bridges—for fairness, inclusiveness, effectiveness, and shared progress. I would like to invite you, as journalists, to see its relevance to Africa, to Lesotho, and to the future we all share. Your perspectives matter, because you are the ones who help communicate these ideas to the public, who spark discussion, and who hold initiatives accountable by looking at their real impact.

Let us uphold the vision of extensive consultation, joint contribution, and shared benefits. Let us work with the United Nations and all partners to implement the GGI. Let us move the international order toward greater fairness and justice, in line with the aspirations of the majority of countries. And let us together advance the noble cause of building a community with a shared future for humanity.

Thank you!
