On September 28 local time, President Xi Jinping attended and addressed the Leaders' Summit on Peacekeeping at the United Nations (UN) headquarters in New York .
Xi Jinping pointed out that peace represents the common aspiration and lofty goal of mankind. The UN peacekeeping operations are carried out and will continue for the sake of peace and have become an important approach to maintaining world peace and security. The peacekeeping operations have brought confidence to regions of conflict and hopes to the local people.
Xi Jinping emphasized that China advocates abiding by the basic principles of peacekeeping and continuously sticks to the principles established in the UN Charter and defined by Hammarskjold. The UN Security Council resolutions should be completely implemented without any nation's action beyond its authority. All sides should improve the peacekeeping operation system, not only connect the peacekeeping operations vertically with preventive diplomacy and peace construction, but also align them horizontally with political mediation, promotion of rule of law, national reconciliation, improvement of people's livelihood and others. All countries should raise the capacity of rapid response, seek opportunities for peace and win time for life. Parties concerned should enhance assistance and support for Africa, support African countries to strengthen their own capability to maintain peace and stability and solve the issues of Africa in an African way.
Xi Jinping announced that as a permanent member of the UN Security Council, China has participated in peacekeeping operations for 25 years and has been a major provider of armies and funds for peacekeeping operations. To support the improvement and reinforcement of peacekeeping operations, China will join the new UN peacekeeping capacity readiness system, and decides to take the lead to set up a permanent peacekeeping police squad and to establish an 8,000-strong standby peacekeeping force. China will proactively consider sending at the request of the UN more personnel of engineering, transportation and medical treatment to participate in peacekeeping operations. In the next five years, China will train 2,000 peacekeepers for all countries and launch 10 mine-sweeping assistance programs. In the following five years, China will provide free military aid worthy of 100 million USD in total to the African Union, so as to support the establishment of the African Standby Force and the African Capacity for Immediate Response to Crisis. China will deploy the first helicopter unit for the UN peacekeeping operations in Africa. Part of the China-UN peace and development fund will be spent on supporting UN peacekeeping operations.
Leaders or representatives of more than 70 countries and international organizations attended the UN Leaders' Summit on Peacekeeping.
