Notice of Requirements for China-bound Passengers to Obtain COVID-19 Negative Certificates of Both Nucleic Acid and Anti-body Blood Tests

In order to contain cross-border transmission of COVID-19 , as from 5th November 2020, all Chinese and foreign passengers who are to fly from Lesotho to China will be required to take both nucleic acid and IgM anti-body tests for COVID-19 and then apply for a Green Health Code with the "HS" mark (for Chinese citizens only) or a certified Health Declaration Form (for foreign citizens only) before boarding flights. The specific requirements are as follows:

I. Test Requirements

(i) Passengers flying from Lesotho to China via connecting flights in other countries or regions must take nucleic acid and IgM anti-body tests in Lesotho and then take both tests again in the transit countries or regions. Passengers must apply at the Chinese embassies/consulates in both countries for green health codes with the "HS" mark or certified health declaration forms with negative certificates of both tests.

(ii) The first tests must be taken in Lesotho. All Chinese and foreign passengers who are to fly from Lesotho to China will be required to take both nucleic acid and IgM anti-body tests for COVID-19 within 48 hours before boarding flights and obtain the negative certificates of both tests. 

All Chinese and foreign passengers who are to fly from Lesotho to China will be required to take nucleic acid tests for COVID-19 at the nucleic acid testing facilities designated by the Chinese Embassy in Lesotho. The particulars of them are as follows: 1.Maseru Private Hospital. Add: Qoqolotsana Road, Thetsane, Maseru West..Tel:+266 2232 3491.  2.Lesotho National Reference Laboratories. At present, The relevant testing facilities in Lesotho do not have the capacity of conducting IgM anti-body tests for COVID-19.

(iii) The second tests of both nucleic acid and IgM anti-body tests for COVID-19 must be taken in the transit countries or regions which have direct flights to China, within 48 hours before boarding flights,and obtain the negative certificates of both tests. Website of testing facilities designated by the Chinese Embassy in the Republic of South Africa (SA) is http://za.china-embassy.org/eng/sggg/t1828312.htm

 

II. How to Apply for Green Health Codes (For Chinese Citizens Only)

(i) Chinese citizens should upload photos of their COVID-19 negative certificates of both nucleic acid and IgM anti-body tests, passports and itineraries to the WeChat mini program COVID-19 Prevention Health Code International Version ASAP after obtaining both said test reports.

(ii) Passengers upon approval by the Chinese Embassy will obtain Green Health Codes with an "HS" mark for a certain validity period. All passengers are required to travel within the validity period, and cooperate with airlines for health codes checking.

 

III. How to Apply for Certified Health Declaration Forms (For Foreign Citizens Only)

(i) Foreign passengers should send scanned copies of their COVID-19 negative certificates of both nucleic acid and IgM anti-body tests, passports, itineraries and signed Health Declaration Forms to the designated email addresses of Chinese Embassy. After verification of the test reports, Chinese Embassy or Consulates will return the scanned copies of officially certified Health Declaration Forms to the passengers by email. All passengers are required to board with hard copies of Certified Health Declaration Forms within its validity period and cooperate with airlines for checking.

(ii) The Chinese Embassy in Lesotho only accept application of Health Declaration Forms of foreign passengers who have taken tests in Lesotho. The designated email address of Chinese Embassy in Lesotho is Chinaemb_ls@hotmail.com.

I (Full name:                   , Passport number:           ) hereby declare that I have had none of the following situations in the 14 days immediately preceding the date on this Health Declaration Form:

 

1. Being confirmed or suspected of COVID-19 infection by any medical institution;

2. Running a fever at or above 37.3ºC or showing respiratory symptoms;

3. Coming into contact with confirmed or suspected COVID-19 cases;

4. Coming into contact with patients with a fever or respiratory symptoms;

5. Staying in a community or hotel reporting confirmed or suspected COVID-19 cases;

6. At least two persons in my office or family running a fever or showing respiratory symptoms;

7. Taking medicine for fever or cold;

8. Visiting public spaces like hospitals, theaters, restaurants and leisure facilities or taking part in group activities without taking protective measures like wearing a mask.

 

I declare the truthfulness and veracity of the statements above and the COVID-19 negative certificate I have provided. If any of the above-mentioned situations happens to me before leaving for China, I shall cancel the trip.

 

I acknowledge and accept the responsibilities under this Declaration pursuant to the relevant laws and regulations of the People's Republic of China should I conceal any health condition that might cause the spread of quarantinable infectious diseases or give rise to serious risks of such spread.

IV. Important Reminders

(i) Please read the Notice and requirements carefully and follow them accordingly. Those who fail to get COVID-19 negative certificates of both nucleic acid and IgM anti-body tests, Green Health Codes with "HS" marks or Certified Health Declaration Forms will be denied boarding the relevant flights and have to change their itineraries.

(ii) Passengers who must go to China via connecting flights, should check the transit country's entry regulations and its nucleic acid and IgM anti-body tests requirements before the journey. Failures to enter the transit countries or regions, meet the requirements regarding the tests and hold the green codes or certified health declaration forms could result in being stranded and heightened infection risks.

(iii) Up to the time of the announcement of this notice, the flights from Lesotho to SA have not resumed yet. All passengers who are to take direct China-bound flights in SA and who enter SA by means other than flights (for example by cars) must take nucleic acid and IgM anti-body tests in SA within 48 hours before boarding the flights, and apply to the Chinese Embassy/Consulates in South Africa for green health codes with the "HS" mark or certified health declaration forms before boarding.
