First of all, I would like to express my sincere gratitude to Mr. Teboho Kobeli for accompanying me on the site inspection of the Lesotho Highlands Water Project(LHWP)Phase II. His repeated visits to the site demonstrate the Lesotho government’s strong commitment to and attention toward the LHWP and our Chinese contractor team.
I also want to extend my appreciation and thanks to all the Chinese contractor team members working on the LHWP Phase II. This project is located in a remote and mountainous area, with significant construction challenges and difficult living conditions. Despite these obstacles, the team has worked tirelessly over the past two years, and the progress made so far deserves full recognition and congratulations.
After listening to the presentation, I would like to share the following points:
First, the LHWP Phase II represents the aspirations of the people of Lesotho for a better future. As the contractor, the Chinese team must not disappoint the people of Lesotho. We must approach every aspect of the project with a sense of responsibility. The LHWP Phase I, initiated in 1991 and constructed by companies from Italy, France, Germany, the UK, South Africa, and others, has played a significant role in Lesotho's development for over 30 years. Looking ahead, the people of Lesotho will naturally compare both phases of the project. We must ensure the highest quality of construction, living up to the reputation of “infrastructure maniac”. With a high-quality project, we will pass the test of time, meet the expectations of the Lesotho people, and further enhance the reputation of Chinese construction in Lesotho.
Second, the contractor team must strengthen communication and coordination with all stakeholders. The project owner is our most important partner, and throughout the construction process, it is critical for the project team to have regular meetings with them to maintain clear and timely communication. The contractor team should also support the owner’s role as a bridge between the two governments, ensuring that every phase and detail of the project is effectively communicated. Furthermore, the team should maintain close communication with other relevant Lesotho government departments, addressing issues such as the visa process for Chinese staff through legal and appropriate ways. If any difficulties arise, please inform us promptly, and the embassy will offer full support.
Regarding relationships with local and other business partners, the contractor team must honor the terms of the contract and fulfill its obligations. It is important to communicate regularly to avoid misunderstandings that could affect the project’s progress and quality. For any issues not explicitly covered by the contract, they should be resolved through amicable consultations to maintain good cooperation.
Third, the contractor team should continue to improve its management practices and ensure a balance between construction safety and care for the well-being of employees. We must prioritize the physical and mental health of all staff. We should never tolerate discrimination against local employees and must ensure their rights are protected according to Lesotho’s laws, including timely payment of wages and provision of labor protection supplies. It is also essential to respect local laws, regulations, and customs, and actively engage in social responsibility, giving back to the local community. This will enhance the reputation of Chinese enterprises operating in Lesotho.
Fourth, the project team should strengthen communication with local media and monitor public opinion related to the project. For different types of public discourse, the project owner should handle matters under their jurisdiction, while local business partners should address their respective issues. For those matters falling within the project team’s scope, we must humbly accept constructive suggestions, clarify misunderstandings, and take proactive steps to address any false reports. We should stand firm against malicious defamation.
Fifth, I must address the challenges faced by the hundreds of Chinese staffs who have come from afar to Lesotho to participate in this project. They face language barriers, cultural differences, and demanding work conditions. I am particularly concerned about the safety of all staff members. I urge the Lesotho side to prioritize their safety and provide necessary assistance to ensure their well-being. Many of these workers are far from home, and I hope the Lesotho side will provide additional support, such as addressing visa issues for Chinese staffs, so they can focus on the project with peace of mind. For such a large-scale project, it is natural to have differences of opinion. The key is to resolve them through discussion and negotiation, and I ask the Lesotho side to treat these issues fairly and reasonably, fully considering the actual conditions of the contractor team.
The LHWP Phase II is a joint effort between China and Lesotho, with hundreds of employees from both countries working hard together. Let us join forces and ensure the smooth progression of the project, making it another shining brand of China-Lesotho friendship and cooperation.
