Ambassador Sun's Remarks at the Ceremony of Exchanging of Letters on China Aid Maseru District Hospital and Eye Clinic Project

 On 10 January 2018, the Ceremony of Exchanging Letters on China Aid Maseru District Hospital and Eye Clinic Project was jointly held by the Embassy of the P. R. China in Lesotho and the Government of Lesotho. The remarks delivered by the Chinese Ambassador H. E. Dr. Sun Xianghua at the ceremony were as follows:

Ladies and gentlemen


Today we are joyfully gathered here to witness the exchange of letters on the China-Aid Maseru District Hospital and Eye Clinic Project. By this exchange of letters today, the Government of China and the Government of Lesotho have finally and officially reached an agreement on implementing the Maseru District Hospital Project by utilizing grants from the Chinese government. For this reason, today's event will be enshrined in the history of China-Lesotho friendly cooperation.


Distinguished guests, the Maseru District Hospital and Eye Clinic Project will be the single largest infrastructure project that China gives to our brotherly Basotho up until now. Once built, the current situation that Maseru as the capital of Lesotho does not have a district hospital will be fundamentally changed, and the public health system of Lesotho will be greatly enhanced. More importantly, the Maseru District Hospital as a specialized hospital, will provide quality health service to Basotho, and thousands of Basotho will not have to go to foreign countries for medical treatment. Meanwhile, the Maseru Hospital will not only have spaces and equipments for many departments, but also facilities for the training of and dormitories for young doctors and nurses. Once built, the Hospital will also become an important training base for Basotho doctors and nurses. I am confident, once this Hospital is completed, with a floor area of 21,330 square meters and equipped with relevant medical equipments, it will bring tangible benefits to thousands and thousands of Basotho every year, and in many years to come. It will also become a telling example of China-Lesotho friendship and cooperation in this beautiful mountain kingdom.


Distinguished guests, ladies and gentlemen, ever since China established its diplomatic relations with Africa 60 plus years ago, the Chinese government has  always attached great importance to helping Africa in developing its public health sector. More importantly, in recent years, the Chinese government has further stepped up its assistance to Africa in this area. At the Johannesburg Summit of the Forum of China-Africa Cooperation (FOCAC) in December 2015, H.E. Xi Jinping, President of the People's Republic of China, announced ten major cooperation plans of FOCAC, with public heath as one of them. The Maseru District Hospital Project is a concrete outcome of the FOCAC's Johannesburg Summit. Meanwhile, under the frame work of FOCAC, we are currently in close discussion with our Lesotho counterparts on some other major projects. I am beyond any doubts that in the near future, our discussion will be finalized and more projects will be duly implemented. Moreover, in September of this year, FOCAC will hold a new Summit in Beijing, and plans for next 3 years of cooperation between China and Africa will be discussed and announced. I am fully convinced that under our joint efforts, Lesotho will further benefit from the new measures of the upcoming FOCAC Summit.


Distinguished guests, dear friends, though China and Lesotho are separated by vast mountains and seas, our two countries cooperation and exchanges have been growing at unprecedented pace. Our political mutual trust, economic cooperation and people-to-people exchanges have reached a historical high. The fundamental reason for these achievements is because we have similar historical experiences, because we have a common aspiration for development and prosperity, because we have similar views on many international and regional issues. China-Lesotho friendship has become a fine example of the sincere cooperation between developing countries. It reflects the spirit of equality, mutual trust and win-win cooperation which can only exist among true brothers and sisters. The great importance that China attaches to developing its relations with Lesotho also shows the determination and resolve of China in constructing a community of shared future for mankind, which features lasting peace, common prosperity and universal security among others. At the newly concluded 19th National Congress of the Communist Party of China, H.E.Xi Jinping categorically announced that China will increase its assistance to other developing countries, especially the least developed countries, and reduce the North-South development gap. I am confident that Lesotho is a reliable partner in our efforts in building a community of shared future for mankind, and our cooperation will definitely bring more tangible benefits to our two peoples.


Honorable Deputy Prime Minister and Honorable ministers, dear friends, today we witness and celebrate the signing of agreement between us on the Maseru District Hospital Project. But we shall realize that the signing of agreement is only the first step in a long march. The building of a new specialized hospital is quite different from other infrastructure projects that we have done in Lesotho. Its designing, construction, equipment installation, test running and operation are a complex process, which needs our close collaboration and cooperation. Quite a number of Ministries, particularly the Ministry of Health, the Ministry of Public Works and the Ministry of Development Planning will be involved in depth in implementing this Project. I sincerely hope our two sides will work closely together, so that this major project can be implemented smoothly in the coming months. Only on the day when this state of art hospital stands proudly on the horizon of Maseru, can we allow ourselves to have a breath of relief.


Last but not the least, I shall use this opportunity to express my sincere gratitude to all of you who have participated and supported this project, particularly the Lesotho cabinet's sub-committee on implementing FOCAC measures with His Honorable Deputy Prime Minister Monyane Moleleki as the Chairman, and all other members of the committee, particularly the Honorable Minister of Foreign Affairs, Honorable Minister of Development Planning and Honorable Minister of Health, and their staff. Your support and contribution to this historical project shall be remembered by all Basotho in many years to come.


With that, I conclude my few words. I wish the implementation of today's agreement a great success. Long live China-Lesotho friendship.
